Christian von Ulmenstein advises companies and public bodies on public commercial law. After completing his legal clerkship in Mainz and his assessor examination in Frankfurt am Main in 1995, he initially worked for a commercial law firm in Wiesbaden and later as a corporate lawyer and head of the legal department in a nationwide service group based in Luxembourg. In 2008, he founded the law firm ULMENSTEIN Rechtsanwälte, based in Hanover, which specialises in regulatory and public procurement law. He holds a PhD in public procurement and regulatory law (public commercial law) and is also a specialist lawyer in public procurement law. Christian von Ulmenstein has been working for Leinemann Partner Rechtsanwälte in Berlin since July 2023.He advises and supports bidders and contracting authorities in the participation and implementation of public tenders and has many years of experience from numerous - mostly Europe-wide - public procurement procedures and review proceedings before the public procurement chambers. Among other things, he was involved in the highly regarded proceedings on the evaluation of bidders' concept bids (school grading case law) at the Federal Court of Justice. On the bidder side, clients include commercial enterprises. On the client side, these are sector clients such as airport facilities, local authorities, public utilities and other public institutions. Since the liberalisation of the postal market, his work has also included providing comprehensive advice and support to service companies in the publishing, logistics and postal sectors. Furthermore, he organises training courses and lectures on public procurement law.
Christian von Ulmenstein has published numerous articles on public procurement law and is co-author of the commentary on the VgV/UVgO (Leinemann/Otting/Kirch/Homann, published in 2023).
