Dr Christian von Ulmenstein was admitted to the bar in Wiesbaden in 1995 after completing his studies in Mainz and Frankfurt am Main. Early in his career, he specialized in regulatory and public procurement law, earning his doctorate in public procurement law. Following his role as Head of the Legal Department at a major service corporation in Luxembourg, where he managed the company’s public procurement activities, he practiced independently as an attorney and specialist lawyer for public procurement law, focusing on procurement and construction law. Since 2023, he has been a partner at Leinemann Partners Berlin office.Dr Christian von Ulmenstein advises and supports bidders and contracting authorities in the procurement of construction services and other services. He draws on 25 years of experience in numerous—mostly EU-wide—public procurement procedures and review processes before procurement tribunals. His clients include companies acting as contractors or bidders in procurement procedures, as well as (public) contracting authorities in various sectors. He has particular expertise in logistics and postal procurement. Additionally, he is an active lecturer on procurement and construction law in trainings and seminars and a published author, most recently contributing to the comprehensive commentary on the VgV, edited by Leinemann/Otting/Kirch/Homann in 2024. In November 2024, he won the DVNW Authors' Award for the most-read articles on Vergabeblog.de.
